VENDOR COST COMPARISON

Copilot vs ChatGPT cost: compare the complete commitment

Copilot versus ChatGPT cost depends on existing licenses, bundles and usage. ChatGPT Business Standard costs US$20 per user per month billed annually. The current Copilot Business add-on lists US$21 per user per month billed annually before eligible promotions, plus a qualifying Microsoft base license. Compare the complete commitment alongside the work each product supports.

The advertised US$18 Copilot add-on offer runs July 1 to December 31, 2026 for eligible existing business customers, requires an annual commitment and applies to the first year. Confirm eligibility and renewal pricing; do not carry the promotional rate into every future year.

Compare the license you need and the work it covers

The current Copilot Business add-on requires an eligible base license, such as Microsoft 365 Business Basic, Standard, Premium or Apps for Business; the current eligibility list also includes Teams Essentials. It supports up to 300 licensed users per tenant. Check app entitlements as well as Copilot eligibility, because not every base plan contains desktop apps or Teams.

Microsoft's published CSP Copilot Business offer permits one to 300 seats; confirm the applicable offer on your quote. ChatGPT Business requires two paid seats; new workspaces have a 200-seat maximum, with an exception for workspaces created before August 24, 2026.

Choose a small set of real tasks and judge both options on the evidence: usable output, access to approved information, review effort and the applications people actually use. A seat-price comparison cannot establish that either product is better for your work.

Illustrative example: 25 staff, ten paid AI users

Annual billing. The toggle changes both base-suite and AI-seat billing in this example; the price table follows the same billing selection.

Assume a hypothetical firm keeps 25 Microsoft 365 Business Standard licenses with Teams at US$14 per user monthly equivalent, under annual commitment: 25 x US$14 x 12 = US$4,200 per year. It wants ten paid AI seats. All figures hold the seat counts and current prices constant for a year.

Annual subscription arithmetic, before usage and tax
ScenarioAI subscription calculationBase suite plus AI
Ten ChatGPT Standard seats10 x US$20 x 12 = US$2,400US$4,200 base + US$2,400 AI = US$6,600/year
Ten Copilot add-ons at list price10 x US$21 x 12 = US$2,520US$4,200 base + US$2,520 AI = US$6,720/year
Ten eligible Copilot promotional add-ons10 x US$18 x 12 = US$2,160US$4,200 base + US$2,160 AI = US$6,360 for the promotional first year

The US$120 annual list-price difference does not establish a winner. Request the bundle quote too: a bundle replaces the relevant base license, so adding its entire price on top of the existing base price would double count that suite. Conversely, an existing unexpired commitment can create overlapping charges during a switch.

Neither seat estimate is an automatic bill ceiling

Microsoft separates included Copilot capabilities from metered advanced experiences. Review the enabled services, billing relationship and spending policy with the administrator.

OpenAI separates Business seats, workspace credits and API billing. Review those accounts independently; API usage is not included in a Business seat.

Microsoft has announced default usage-based billing, with an adjustable 4,000-credit monthly limit per user, for qualifying new Copilot Business CSP purchases in supported markets from December 1, 2026. It is still a future change on this review date. Check the Copilot December 1 billing guide for scope, then confirm the actual policy with your provider.

Also announced for December 1: new Copilot offers will remove the qualifying base-subscription purchase prerequisite. Available experiences will still depend on licensed Microsoft apps and services. This comparison uses the current add-on offers; recheck the order when the new offers become available.

How to check the two subscription totals

  1. Record the paid users and exact Standard, Premium, add-on or bundle offer on each quote.
  2. Identify existing base licenses and replacement bundles so that the same suite is counted once.
  3. Separate annual commitments, monthly subscriptions, temporary promotions and later renewal prices.
  4. Check workspace credits, API charges and Microsoft spending policies separately. Save the approved scope and next review date.

Questions before choosing a subscription

Is Copilot Chat already available without a paid Copilot add-on?

It is included with eligible Microsoft 365 plans, with different scope from the paid offer. Check existing access before purchasing for a task it may already cover.

Do we need to license all 25 staff in the example?

No automatic conclusion follows from headcount. Identify the users needing paid capabilities, check the relevant minimum and license terms, and keep the purchasing scope explicit.

Is paying monthly the same as a monthly contract?

Not necessarily. An annual commitment may allow installments. The table separates advertised monthly subscriptions from annual prices; confirm both the term and payment frequency on your actual quote.

Can we keep both tools?

Yes, if the approved work justifies both commitments. Assign each a clear purpose and owner, then review the overlap with actual usage and output evidence.
