How to review Copilot licenses

To review Copilot licenses, reconcile paid and assigned capacity, identify the exact offer and base services, inspect usage billing policy and record the renewal decision. This procedure distinguishes current add-ons from Microsoft's announced December 1, 2026 changes for new CSP purchases. Your agreement and actual account settings determine what applies to your firm.

How to review Copilot licenses: count the add-ons

Ask the authorized administrator to compare purchased capacity, assigned access and the roles that need the service. Microsoft 365 billing and license records provide the starting point; a user list alone does not establish the paid commitment.

Record the purchase channel, term, renewal date and who can request a change. Check when a reduction becomes effective before assuming that removing an assignment changes the invoice.

Check the base license and exact offer

The current Microsoft 365 Copilot Business add-on has published list rates of US$21 per user per month under annual commitment or US$25.20 with monthly billing, verified October 28, 2026. Eligible base software is required for this current add-on. Use Microsoft's current offer documentation to confirm the exact qualifying plan.

One named base scenario is Microsoft 365 Business Standard with Teams at US$14 annual-plan monthly equivalent or US$16.80 monthly, verified October 28, 2026. It is not the only eligible base option. If the firm already budgets that suite, keep it visible without counting it twice as a new charge.

Illustrative current-add-on example: ten Copilot seats and ten of that named base plan under annual commitment produce 10 × (US$21 + US$14) × 12 = US$4,200 per year before metered usage, taxes and other charges.

Microsoft has announced a new purchase offer from December 1, 2026 without the base-subscription purchase prerequisite. That does not grant every underlying Microsoft application: capabilities continue to depend on the services licensed. Confirm the offer available on the purchase date.

Estimate the seat commitment

Use separate counts for Standard and Premium seats. Formula: (Standard seats x Standard rate) + (Premium seats x Premium rate) = monthly equivalent; monthly equivalent x 12 = annual equivalent. A monthly plan's twelve-month total is a scenario, not an annual commitment.

Excluded from the seat subtotal: taxes, API usage, workspace credits, extra usage and separate base licenses. Google Workspace is a complete suite price. Copilot uses its add-on list price, with its base license excluded unless the separate scenario is shown.

ChatGPT's current 200-seat limit applies to workspaces created from August 24, 2026; older workspaces retain their previous limit. Official seat-limit scope, verified October 29, 2026.

Optional base scenario: Microsoft 365 Business Standard with Teams, verified October 29, 2026. It is one eligible base plan; check the services already licensed and the dated Copilot terms above.

Check the usage policy

Microsoft's October announcement states that, for eligible new CSP purchases from December 1, 2026, usage-based billing is enabled by default with a 4,000-Copilot-Credit-per-user monthly default limit. The customer's policy and actual billable usage still matter. Do not present this as an automatic charge or a statement about every existing tenant.

Ask the administrator or partner to verify the setting actually applied to the firm, who may change it, which service consumes credits and what happens when its limit is reached. Keep included entitlement, a spending control and expected usage as separate records.

Decide and retain the evidence

  1. Count the paid add-ons: Ask the authorized administrator to reconcile purchased and assigned Copilot capacity in Microsoft 365 billing and license records. Identify unassigned paid capacity, the owner of each supported workflow and the next date a capacity change can take effect.
  2. Check the exact offer and base services: Record the product name, purchase channel and qualifying base services in the agreement. The current Copilot Business add-on and an announced future standalone purchase offer are different commercial arrangements.
  3. Check usage and billing policy: Have the administrator or partner inspect the actual usage billing configuration, customer policy, relevant service rates and alerts or enforced limits. Record who may change them and what happens at the limit.
  4. Record and complete the decision: Document Keep, Resize, Test or Retire, the approving person, action owner, notice requirement and next review. Complete any change in the authorized vendor account and retain its confirmation and effective date.

Use the AI Renewal Checklist and a decision record for the evidence and action. Compare Copilot versus ChatGPT cost only after the full commitment and required workflow are clear.

Questions about Copilot reviews

Do we need a Copilot add-on for every employee?

Match paid access to the approved work and features each person needs. Firm headcount alone does not establish a need for an add-on, and available capabilities depend on the exact Microsoft services and offer licensed.

What happens at the usage limit?

Confirm the actual customer policy, included entitlement, billing configuration and relevant service. The announced default is not proof of the setting on an existing tenant or a guarantee that every feature behaves the same way at a limit.

Does the December 1 change apply to our licenses?

Microsoft's announcement identifies new purchases through CSP from December 1, 2026. Check the exact offer, purchase channel and customer policy with the account administrator or partner; do not assume the announcement changes every existing license.
